Central Valley Salinity Coalition and CV-SALTS

What is the Central Valley Salinity Coalition?

A non-profit coalition of Public Agencies, Business, Associations and other members  working together to better manage Salts in the Central Valley of California

We are a new non-profit and formed in July 2008 to organize, facilitate and fund efforts needed for the efficient management of salinity in the Central Valley.  The Executive Committee of the Central Valley Policy Group approved the formation of the Coalition in July 2008 and the first members provided funding shortly thereafter.  The Central Valley Salinity Coalition Inc. is a California member benefit 501 C-6 Corporation registered with the Secretary of State.  CVSC is formed in a similar format to the Southern and Northern California Salinity Coalitions. As CVSC is further developed it will cooperate with other California Salinity Coalitions.  Click here for the growing member list of organizations dedicated to water and salinity management in the Central Valley.

303 (d) List Approved

State Water Board Approved the Integrated Report of Impaired Waterbodies
 
On Wednesday August 4, 2010 the State Water Resources Control Board formally adopted the 2008/2010 303(d) List.  This report documents the more than 1,700 California waterbodies listed as severely polluted, or "impaired" statewide. The State Water Board is required to create a list of seriously polluted water bodies every two years, known as the "303(d) List," after Section 303(d) of the Clean Water Act. The List is compiled based on water quality monitoring data that show which waters are too polluted for the beneficial uses of the waterbody.  
 
The graphics below from the State Board website show nutrient and salinity impaired waterbodies in the Central Valley.  CV-SALTS is working on a similar viewer that will show the beneficial uses for all the waterbodies in the Central Valley.

Nitrate News May 2010

Farmers and state officials are exploring solutions to nitrate leaching in heavily affected parts of the state, including solutions that go beyond paying millions of dollars for a treatment plant. But some proposals are more controversial than others... The Central Valley Water Board also helped create the Central Valley Salinity Coalition, or CV-SALTS, a project to identify the main sources of salt and nitrate problems. The group is taking a long-term view, working on cleanup and reduction plans over the next 100 years...

Remedies for tainted water in Central Valley are not quick or easy

At least 1 million Californians rely on private wells that have no public health oversight. These residents are at high risk for nitrate contamination because their wells are shallower than municipal wells. Nitrates are colorless and odorless, making them hard to detect without lab testing.

CV-SALTS Public Outreach Workshops Held Comment Deadline May 30

Public Outreach Workshops Held April 26, 2010 in Woodland and April 27, 2010 in Tulare

The Central Valley Salinity Coalition (CVSC) and the CV-SALTS Executive Committee, in cooperation with the Central Valley Regional Water Quality Control Board staff, will hold public workshops to seek input on the information that CV-SALTS should consider in developing salt and nitrate management plans and proposing modifications or amendments to the Water Quality Control Plan for the Sacramento River, San Joaquin River and Tulare Lake Water Basins and Sacramento Bay Delta (Basin Plans) that may incorporate new or revised numeric objectives and management plans, and a program of implementation for application to manage salts and nitrate in Central Valley surface water and groundwater.  The Workshop Notice contains full information on the workshops.  Please review the Workshop Questions prior to attending the Workshop.  You may submit responses in writing; see the Workshop Notice for procedures.  All written comments should be submitted no later than 12:00 Noon on May 30, 2010  Presentation 1 shows the outline of the agenda and background and presentation 2 shows news and issues.

Regional Board Staff Make Presentation on New Report

As part of the CV-SALTS Technical Committee Meeting the regular Coordination Programs was host to the Regional Water Quality Control Boards presentation of the San Joaquin River Upstream Salt & Boron BPA/TMDL.

After a brief introduction and preliminary information on integration and potential transfer of the program to a CV-SALTS effort, Jay Simi make the presentation of Draft Report - Salt Tolerance of Crops in the Lower San Joaquin River (Stanislaus to Merced River Reaches).  The PowerPoint Presentation reviewed the draft report and highlighted the information and approach used as well as the opportunity for comments.   The Commitee members and participants asked questions and provided comments on the presentation and the report.  

Jay will be available at future CV-SALTS meeting to respond to stakeholder questions. The comment period closes on May 19, 2010.
